Local knowledge

Two storms the city remembers.

On August 4, 2014, a record 191 mm of rain fell on Burlington in about eight hours, and more than 3,000 homes flooded. Ten years later, on July 15 and 16, 2024, about 75 mm fell in just over a day, and by July 26, 1,288 homes had reported flooding to Halton, with wards 3, 4 and 5 hit hardest.

Every storm like that shows the same weak points. In older homes we find block walls letting water through, ageing weeping tile and, in some cases, downspouts or foundation drains still tied into the sewer. In newer homes it's more often cracks, window wells and an undersized sump.

Burlington drops from the escarpment to the lake, with Appleby, Tuck, Rambo and other urban creeks carrying storm water down through the neighbourhoods. When the ground is soaked, water finds every crack, window well and floor-wall joint. We find the one it's using and fix that, not the whole basement.

Is this you?

Questions

Burlington questions, answered

How much will Halton Region pay toward flood protection?
For homes on municipal sewer, Halton's Basement Flooding Prevention Subsidy covers 100% of disconnecting your weeping tile and installing a sump pump, up to $6,500, plus 50% of a backwater valve up to $1,600 and up to $900 for downspout disconnection. Those amounts apply to work completed after July 15, 2024. You apply within a year of finishing, with a paid-in-full itemized invoice.
Does Burlington have its own program?
The City has offered to cover half the cost of a professional home flood protection assessment for a limited number of homeowners, and has waived plumbing permit fees for backwater valves and sump pumps in the past. Check the City's home flood prevention page for what's running now, since the details have changed over the years.
Do I need a permit for a new sump pump?
Yes. Halton requires a local building permit and a passed final inspection on a new sump pump before it pays the subsidy, and the same goes for a backwater valve. In Burlington those permits come from the City's Building Department. We'll tell you up front which permits your job needs and who is getting them.
